The European Solar Charter, signed on 15 April 2024, sets out a series of voluntary actions to be undertaken to support the EU photovoltaic sector. Solar energy, in particular photovoltaics (PV), is currently the fastest growing renewable energy source in the EU.
The exponential growth of the solar photovoltaic energy sector in France has never stopped since its inception in the early 2000s. In 2022, the PV energy capacity in France amounted to approximately 17 gigawatts, making France the fifth European country for cumulative PV capacity that year.
Over the last years, the EU has taken initiatives to strengthen its support to the European solar PV manufacturing sector, which includes several globally competitive companies in several steps of the value chain.
One year following the signature of the Charter, the Commission will review the implementation of the adopted commitments. The European Solar Charter, signed on 15 April 2024, sets out a series of voluntary actions to be undertaken to support the EU photovoltaic sector.
Aside from the rooftop solar PV auctions, France also held a ground-mounted tender in March of this year, which awarded nearly 1GW of PV capacity. After awarding over 500MW of capacity in the fifth tender, held in August 2023, the numbers have dwindled in the following auctions, as shown in the chart below.
Other challenges include land-use competition (especially with the agriculture, construction and infrastructure sectors) and concerns over pollution linked to solar-panel waste. Furthermore, the solar energy sector in Europe lacks skilled workers, and the energy storage and conversion rate are also in need of improvement.
